I tried to purchase the war of three peaks on the Lotro Market for $59.99 a few weeks ago. I had an item on my bank for $0.00 from that and I never got access nor can I make the purchase now. A system error pops up when I try to buy the expansions now. I've been trying to get in touch with someone to fix this through the help but I can't seem to get through.

You say you tried to get in contact through the help.. Do you mean you filled out an in-game ticket? They will not be able to help you as I do not think they have access to purchase information. I would recommend, if you haven't already, requesting help through their customer support/service tool. I had issues with an irl $ purchase back in December and it was handled within 2 days:
