I personally recommend the experience disabler. It is currently on sale in the store for 80 lotro points, but today is the last day of the weekly sale. The regular price is 100 lotro points. When you open the store you will see sales. Look for "Experience Disabler. Leveling up too fast? Disable your XP."

The experience disabler goes into your pocket slot and stops xp gain.

If you purchase one, you can slot or unslot it at will to manage your xp gain.
