Missing Tavern Keep...

I was in Snowbourn doing the epic and I went to the tavern to get a drink when much to my surprise there was no tavern keep. There is almost everything else: barber, bard, healer, supplier...ect.
I looked on the map and couldn't find any tavern keep or anyone that sells drinks in all of Snowbourn. Is Snowbourn a dry municipality? For all the kegs around I would expect not. Perhaps SSG could add a Tavern keep to the tavern. Granted it does have an NPC behind the bar but he doesn't do anything.

Isn't that obvious? Snowborn have no tavern keep cause everybody there make its own house made hard drinks! That is why all houses have its own kegs.
