You can always just type "bounty" in search. It might not matter, but some items cannot be seen until you complete the introduction.

Thank you. That solved the problem. I had been accessing the LOTRO Store from the Character Selection screen. When I logged in my main character, and then accessed the LOTRO Store from within the game, I found what I was looking for. Something to remember for the future.

...or if you are at the character creation/selection screen. Such items require a log in to a game world with a character.
