Okay, great. Question: what exactly was his plan for not being in the "everyone" category listed in step 2? I may have missed something in the quests, and imagine it has to do with the fact that his minions have their blood removed, but I'd imagine he thought that far ahead, right?
I think for Rukhor it was already "done and over" so he wasn't thinking that far ahead. Basically, he was fed stories about Shelob by Sauron and when the big man was done for, rather than strive for personal gain, like everyone else, he decided to unleash Shelob just to do away with everyone and maybe start over, if he somehow manages to subdue Shelob later (or maybe he hoped to become her servant? if he doesn't manage). All in all, it's more like it was sort of an obsession for him, I guess, and far riskier gambit (because he just didn't care anymore) than what Karazgar tried to pull off with Hrimil
