Lvl 58 champion quest- "Getting strong now"

I just wanted to check before I bugged this, in case I've missed something obvious.

So I got the quest, it says "climb the steps of Thorin's Hall"
So I did, and nothing happens. No text update and cannot blow the horn
I walk all the way to Dwalin's throne- nothing. According to the Wiki I'm supposed to be able to talk to Thrymur but no ring or no reaction from him.

What am I missing, or is it bugged?

First time yesterday I thought i bugged it by using the rep-teleport that ends up just outside the gates. I cancelled the quest before logging off, picked it up again today and fast traveled from Bree instead, but it's the same...

If Your Unable To Talk To Dwalin Upon Reaching The Throne., You May Need To Tread A Certain Area For Dialogue To Queue., But If That Doesn’t Work, Worst Case Scenario You Cancel The Quest And Re-Pick It Up
