Swanfleet & Cardolan Explorer Deeds

I decided to include links instead of the images for 2 reasons: the limitations of the forum and the size.

Cardolan

• The Ravaging of Cardolan
  Note: you'll see the map is missing one item, the Scroll of Luilloth which can only be found if you have the quest "The Deciphered Scroll" underway. The requirement to obtain this quest is to complete "Luilloth, Princess-regent of Cardolan" first, a level 24 quest bestowed by Rhiangar in Herne. Her quest arc starts by Tharbad's stable, though.

Imagine being new to the game and seeing these and not being able to open them until you realize you need to be level 90.
What a troll deed to have in such a low level area. Same goes for any other treasure-hunter deed outside of Gondor.

For some reason, the new region does not have any level requirement to open these. I hope it's not a bug, but in case it is, grab them while you can! Given that they give almost nothing for rewards, it seems odd to have these level gated at all.

Cloud is right too, these caches are useable by low levels (I think Cardolan ones have a min lvl. 15 but Swanfleet have none)

Overall, I think these intro areas have tried to present new players with as many of the features they may find in higher level areas as possible.
