Trophy Hunter and Scourge Slayer Deeds/Quests

I've been trying to complete the Trophy Hunter in Azanalbizar, Swanfleet, Cardolan, Gundabad and the Scourge Slayer in Mordor. I spend at least 1.5-2hrs running around the supposed spawn points that are on lotro wiki without any luck. Is the spawn rates just that bad or am I missing something?

Gundabad mobs have cd around 2.5 hours. And every mob have 2 diffrent places to spawn. Swanfleet & Cardolan have 1 spot per mob and their cd unknown right now. Mordor have 5-6 spots in every location for scourge, 1 scourge per location. Unlike other places, Scourges can rotate every day.
