Cardolan quest: The Ruddymore Wolf Pack - problem

I created a new character to play through Swanfleet/Cardolan and have noticed a few times that the level progression in the landscape can be a little uneven, but nowhere before have I seen a quest this bad. The quest is level 20, the normal mobs are level 20 to 23, but then the pack-leader is level 27?? He's red to me and I'm two levels above the quest level. This makes no sense. Also, is there still a known issues thread? I would have checked to make sure this isn't already on the list except I can't find the list anywhere.

I am really enjoying the landscape and quests in general, but this one is weird.
