Move quest givers out of keeps

With the changes to NPCs and the terribly inflated morale, the game has changed. It's much less solo-friendly than I have seen it in a very long time! Even going into an OP, I'm looking at a troll with 100 times my morale wearing all T4 gear. To be honest, that's pretty ridiculous for an Outpost Tyrant. Additionally, because of wildly inflated NPC morale, it takes the better part of a raid to flip a keep.... they just don't flip more than a few times a day....maybe. I have not seen a blue Tol A in 3 days.

That's why I think that as long as we have these issues, quest givers should be moved to Ost and DG. NPC morale changes really screwed action up, and if the devs have looked at the data on how it's affected play, they know it, too.

I'd think this would be especially bad on low-population servers because they simply don't have enough players online at any one time to flip a keep anymore with what it takes to flip a keep these days.

On low-population servers, this just kills activity. NPC morale is absolutely, feking ridiculous.
