They have already addressed this in several streams over the past few months, as the question has been asked before.
This was their answer, more or less:
1) Shadowfax will close this year (3rd Quarter) and free transfers will be expected some time before that. Shadowfax will reach 130 in March, and 140 in June so it will most certainly close within 2, 3 months after that.
2) Treebeard will not get any transfers for some time. If Treebeard gets the same approach as Anor, it won't have any paid transfers till it has reached level 130, and free transfers when it reaches cap level. The problem with Treebeard is that it is the slow server, so it won't reach level 150 (assuming that will be the cap by end 2023) before 2028, and by then the cap will likely be at least 160, maybe even 170, or "crunched" to a lower comparable level. Only if they decide to close Treebeard prematurely, they may open up transfers sooner, but that is currently not in the cards.
What I can see happening is that by the end of this year a NEW, "regular speed" Legendary Server will be launched, with about 4 months per expansion like Anor/Ithil, and when it reaches the same level as Treebeard (somewhere in 2025 then), they may close Treebeard and move everyone over to the new server at that time. But this is pure speculation.
Either way, TL;DR: Shadowfax will get transfers this year, Treebeard not for many years.
