New Tracery Selection Boxes are now available - can't see it in the store

According to the latest LOTRO Store Sales: April 20th - 27th "New Tracery Selection Boxes are now available!
Find the Elrond's Tracery Collection – Level 140 in the LOTRO Store!" should be available.

I wanted to have a look what they contain but I can't find them in the LOTROStore.

Are they only visible with a character on level 140?!?

I guessed that it might have someting to do with the characters level.
