No Signature, no Avatar: Whats the deal?

I can see others Character signatures and see their Avatars, but I have none.

I have set them and reset them a number of times, but no luck, are some of us just not allowed to have Avatars and Signature Charsig?. What the deal?

As mentioned in other posts here, there are fixes pending for both of these which will be rolled out incrediSoon(tm).
