This is a long shot, but if you mean the Lotteries, and the winning characters of yours are Creeps (Monster classes), while they can enter the Lotteries (or could), they don't get them if they win. It just winds up taking prizes away from the characters that could have won them.
If the characters that are listed as winning are not Creeps, then I don't know why the items weren't given.

Are these by chance characters that have won the same lotto on a previous day, but now they show they have won on the current date and no winnings have arrived?

Umm.. I do not believe they won the same lottery on the previous day. Their name showed up on the list as having won yesterday, but they got no email... no prize.
Would it matter if they HAD won on the previous day? I've had characters win the same lottery two days in a row before. Not often, for sure. But it has happened.
There is a bug where the winning date/time does not show the date actually won, but instead shows the most recent date/time of the lotto regardless of whether your character won. It will update for all of the characters so if neither wins, it will update. If one and/or both win it will update.

Id say about 40% of my wins are bogus, the ones on the my.lotro.com home page are valid, the ones only on the lotto widget are always bogus.

It's not useless to play, just useless to use the Widget to see who won. As ararax2 said, for the reasons that robncarla stated, only the my.lotro.com/home page is accurately listing the winners. Sadly, this list isn't very long, and extending it takes you to the broken list. To make it useful you have to look at it frequently. So don't stop playing, just don't count on the widget to give you any useful information. Hopefully they'll fix it so both pages give accurate results.

Could this be related to the bug we had once before, where maintenance on a day that prizes were won in the lottery kept the prizes from being sent?
What you are seeing are not 'wins'. It is, as others have pointed out, a case where a character won a lottery that repeats. That character will then be shown to have 'won' any and all future versions of that lottery as the time updates. This is a time stamp issue. Sorry but you didn't actually win ever version of that lottery. This is a known issue and has been filed as a bug.

Yeah I had 2 characters on the winning list...but neither of them got in game mail.

I had thirteen winners listed today from over the weekend. Two out of the thirteen won something. One of those winners had won something before and several have never won anything and still didn't have anything in the mail.
I think they should shut the lottery down until they can get it to run correctly. It's a waste of time to keep checking possible winners for nothing.
I just got my first no prize in a long while, Ie I won a lottery, but no prize. Now i think it is Turbine investigating something that was different this time , I had also put a lot of stuff on the AH, and so had 20+ mails in my postbox. Maybe its something to do with filled post boxes- who knows, but if Turbine would like to check that.
It wasnt a biggie lottery (flash for SM), but hoping this info helps with Turbine tracking down why people dont get prizes.
BTW didnt put in a bug report, as bug reports dont work!

All possible reasons why you may think you lost an item in the lotteries.
- The recurring lottery update Known Issue. You will win a lottery and collect your prize but then appear to win another of the same lottery and not receive a prize. Reason: You did not win the second lottery. The date updated due to a bug and displayed you won when you did not.
- Item you won auto consumed or was placed in alternate inventory. If you win skirmish marks, tomes of revival and certain other items they will go into their proper storage places when you detach them. They are not lost. Skirmish marks will go to your barter wallet, Tomes of revival will appear in your character panel.
- Your mail box is full. If you have more than 50 items in your mail you may not be able to receive new mail. Becuase the lottery is not run by a character, there is no where for the mail to return to so it is simply deleted. Keep your mail clear as we do not replace lost lottery winnings.
- You didn't remove your items before the mail expired. Unopened mail will stay in your box for 14 days. After that it will be returned to sender. Opened mail will stay in your box for 2 days before being returned. Again, because the lottery is not run by a character that mail is deleted.
