It does not unlock all quest packs. It unlocks all non-expansion quest packs. In addition, it does not enable the completion of all quests in non-expansion zones. You still have to acquire 'Inn of the Forsaken' and "Halls of Night' to do all quests in non-expansion zones.

It would be better to call it 'Non-Expansion Quest Bundle' at the very least, as that's much closer to what it grants.

Also, Wildermore and Trollshaws should be swapped so that the list goes in 100% true alphabetical order from top to bottom.

It's called All Quest Pack - because it includes all things currently labeled as "Quest Packs" in the LOTRO In-game store.
This would not include Expansion Quests, or Expansions.

Inn of the Forsaken and Halls of Night are Instances and won't be included in this pack.

But it's not. It's labelled All Quests Pack, but you're describing it like it says All Quest Packs. The difference is subtle, but important.

LOL - at least you have the option of buying it - Firefox wont load the payment page (Security concerns) Chrome loads the page but then dies at the payment page... wonder if there is another way to buy this bundle....

Is it my imagination or is this a "real deal"...

Especially, when for $59.99 USD, one can pre-order the Helm's Deep Premium Edition Expansion and for an additional $19.99 at checkout obtain the "Quad Pack" -- all 4 previous expansions -- Which DOES give you all of the previous Quest packs. i.e. a total of $79.98. (98 cents more!) ?!?

Or you could get the Base Edition for $39.99 and still get the Quad Pack for an additional $19.99 at checkout obtain the "Quad Pack" -- all 4 previous expansions -- Which DOES give you all of the previous Quest packs. i.e. a total of $59.98. (20 dollars cheaper!) ?!?

The QUAD PACK includes ALL past EXPANSION content. None of this is expansion content, and none of it is included. Even though 'Expansion Quest Pack' versions of the content exist. Hence the name issue.

I think the simplest way to look at it is that the packs included only cost 7545 total points at full Store price, whereas for the same cost you can buy 7900 points, get the packs you need, and have (at least) 355 points left over, and considerably more if you get them during a Store sale or if you have previously bought any of the included packs.

Normally I think for a bulk purchase you would expect some sort of discount.
