The error message is erroneous.
when the Lotro software is working correctly, each time a player logs in and connect to a game world like Evernight:
1) You are supposed to connect to the game world.
2) The game world will assign you a character slot and let you reach the character screen.
3) If there are no free character slots then:
a) VIP customers will be attached to the end of the VIP queue.
b) Free and Premium will be attached to the end of the Free queue.
4) When someone disconnects from the world freeing up a character slot then:
a) The person waiting the longest in the VIP queue gets the slot. Subscriber queue empty go to b
b) The person waiting the longest in the free queue gets the slot
The server full is only supposed to occur when all character slots and queue slots are used up. Therefore the game world can not accept a new arrival from the authentication and login system. I've never seen this situation ever occur in live. I've seen queue wait after F2P went live of more than an hour.
There is some bug in Lotro software where a world like Evernight is rejecting connection requests even though it has character and or queue slots available. This situation results in players getting a server full error message. This defect has existed at least two years. Turbine has not bothered to fix it. Instead what they do is wait for customers to complain. A human has to kick the system to get it unclogged and working again.
I am not convinced that the queue mechanism works for live any more. I've never seen a forum post where somebody stated they got queued.
