Unable to Progress: Chapter 6.1: The Artist and the Apprentice

I am currently on Chapter 6.1 of the new epic line. I am supposed to find a potential teacher to instruct Eskil Bloodthumb. However having spoken to everyone at Maergrind I have only Ingor left to speak to with a ring aboce his head. Clicking on him does not advance the quest. It just returns a dialogue that Ingor has no time to teach him.

An infinite echo chamber of shrieking, witless banality."

Try looking for someone a little north of Maergrind -- you might have a little more luck in that direction.
