Removed Quest [(Chapter 13.5: The Watch on the Dead City)] due to Versioning

Did anyone see anything in the release notes that would have caused the referenced quest to change?
Thank goodness for lotro-wiki so I can find out which Chapter 13.5 this was part of, so I can hopefully pick it back up easily.

Thanks, I had focused on the quests section for the issue, but I am not sure how my <ctrl>+ F search failed me on that one. I do understand how I got a bit glossy eyed by that section of the release notes.

Actually, the bug was that if you used mithril travel on this step you could sometimes be teleported below the city, where you'd die immediately. Seemed like a good thing to fix!
