I really wonder what tales this dwarf has to tell.. he's been staring at this rock for quite some time I guess.. maybe this was one of the "supplies" Durin brought down to his "friend"?
Anyway.. he's not selectable and wears nothing but the Lotro pyjama.. so I guess one of the Devs has forgotten to remove an asset from the world..
