For me that short intro has been changed from day 1. Have you ever done anything in your settings to play with your loadingscreen images etc.?
Try playing the following in a media player:
<game folder>\raw\en\logo\turbine_lo go.bik
If it shows the old logo animation, then delete it. Next time you run the game it will download the new one.
If it shows the new logo, then I dunno.

This may be related to the same issue that is causing people to see outdated loading screens (folks reporting the Fall festival, for example.) We have an issue where some launchers are not properly updating splash screens, and are working to resolve it. We don't expect people to go into the installation folder and delete their old splash screens (and possibly intro movie, in the OP's case), although that is a workaround until we resolve the issue.

It can be related to write permissions on these files.
A while back me and some others recommended making the files readonly. This would cause the Turbine launcher to skip the tedious process of redownloading all the loading screens every time. Therefore the launcher started faster. This however is not recommended anymore, so make sure the files are writable.
Currently the recommended way to start the launcher and client faster is using command line switches:
"xxx\The Lord Of The Rings Online\TurbineLauncher.exe" -username xxx -password xxx -skiprawdownload -nosplash
(note that using the password command line switch will make the password available to anyone who has access to your computer!)
(btw. there is also a Turbine password command line switch, if you have one :P)

weird thing for me was from day one of SSG, I had the new movie, but every single loading screen was the Farmer's Fair lol. Last patch fixed it though.
I have 3 computers (wife, daughter and myself) that play the game and we are all annual VIP's.
2 of the computers updated the splash screens, day one. The 3rd one did not.
Yesterday, I completely uninstalled the game on that computer, scanned registry cleared every instance or location of the files, etc...
I Downloaded and installed fresh, and lo and behold it still runs the old WB/Turbine splash screen.
I do not know why... previous replies mentioned a couple of other things, I will look into.

Well I checked <game folder>\raw\en\logo\turbine_lo go.bik and it was the old WB file and I deleted and started the game and TA DA --- it was the WB/Turbine file again.
lol.... I also have to scroll the acknowledgement EULA everytime I play for actually about year now.
I thought after I uninstalled and re-downloaded yesterday all that would be fixed... it was not.
The game plays fine, these are just minor start up issues... but will not go away.
Any other thoughts and/or something to try.

I do not use steam for this game, as far as I know.
I had bullroarer installed but took that off this computer last month.
Good feedback, I am confused.
I even deleted the userpreference to try to stop the EULA accept each time.
That file does not update when used. hmmm. I copied a good user preference from my other computer to populate a well working one.
It still asks to scroll and accept the EULA....
Some kind of permissions thing or something...
Got to go for now. I will check in later.

Marty7777, into which folder did you install the quirky LOTRO version?
I put my games always in a folder different from 'Programs' or 'Users', because these have their own rules for anything placed there, and these might interfere with your attempt to set your own preferences.
