anyone able to tell me wether i have to do the previous books in the series in order to get this one? im at a standstill at the moment and cant progress with the book for LI runes. id appreciate the help.

I don't remember, but lotro-wiki is always a good place to check. https://lotro-wiki.com/index.php/Que..._1:_%C3%89omer points you to the first NPC for the first chapter. If that person doesn't have the quest for you, it might be necessary to do earlier books.
