Hah, I think you're overestimating the speed at which content is designed. Beta (alpha?) programs like these typically are just a giant heap of content in development. Once testing is done and it's given a rough polishing, it can be packaged into some sort of beta.
Staying with LOTRO's Book structure: you get a nice hardcover presented every couple of months. Palantir gets a chapter, sometimes only a few paragraphs per dev cycle (which, looking at development in my company, could be anything from daily to monthly) to test.
So saying that Palantir must already be in Gonder is .. wrong :P They might have something that could possibly be used in the Gondor part at some point in time. Chances are that they don't even know it's with that intention. Mostly, they'll just be working a few paragrahps ahead of the rest.
