Where are the brilliant LoTRO artists that created the Rise of Isengard outfits, or the whole specific class Armour set looks of Dunland and such ??? https://lotro-wiki.com/index.php/Dunland_Armor_Sets Even all the way to Minas Tirith there were nice designs in each region. Even good looking Minas Tirith inspired PvMP gear in Ettenmoors at LvL 100. Since then it's gone mostly downhill on designing good looking gear in my opinion.

Yes, I agree. I too really like that chest piece and those gloves from Ettenmoors. I also use it to create a Minas Tirith outfit as You can see in a reply I made in this thread from back in August 2018:

As I said before, it is offered as a reward in Chapter 8: Before The Doors Of Durin (part of the Moria intro, the chain of quests that both gives You the Legendary weapon skill, as well as access/entrance to Moria. However I think that particular quest rewarded a choice multiple items, so You have to chose the one You want.
For the two-handed version Kaeneth gave You info in an earlier reply on how to obtain that. It is quite possible that this one-handed version can also be crafted and share the same skin with this quest reward sword called "Survivor's Blade". Not sure.

Yeah I’m not sure why they look so dark. They seemed brighter on my PC when I posted them than they do now on my phone.
I have turned up the brightness using my phone’s editor - I think I might have lost some of the image quality now but see how these look:
Jacket, gauntlets and leggings of the causeway, medium armour vendor at Glan Vraig in the Ettenmoors. For some reason, the heavy version of the chestpiece doesn’t have the right tree on it and the gloves don’t have one at all, which is a shame as I earned about 9000 commendations to buy the three pieces and it isn’t the best choice for the captain to wear. But if you are a medium class, you can equip this stuff and have blue three slot level 100 essence armour with audacity bonuses too...
Cloak (and steed) of the Citadel Guard, from the store
Shoulders are “Hyrde-Axle”, part of the guardian style set in Dunland
Boots are “Nightshade boots”, part of the Dunland Hunter-style set.
The sword is crafted - Elven greatsword, I think, either tier four or five.
Both the Dunland pieces are available from a range of different quests. Use Lord Funk’s link above if you want to see all the possible combinations.

The shield is from a box called "Shield Of The Valiant" that I bartered for Ash back in Mordor. I think You can get the box for Figments now though. Not 100% sure. Once You have the box, You click to open and can chose from a number of shield cosmetic skins for either in Your hand or on Your back (same skins for both options)

This is my best effort to create a mean looking hobbit. Most of the outfits (and faces) seem to look quite comical on hobbits and I wanted to try and do something that actually makes him look like he means business:
Head: Dolen-Helm, grey dye (Dunland quest reward)
Chest: Dreng-Breost, grey dye (Dunland quest reward)
Gloves: Dunland Marcher's Leather Gauntlets, black dye (Dunland quest reward)
Plain cloak, grey dye (Outfitter)
Daggers: Swift dagger of stone-cutting (looted somewhere in Moria)

Define "no belt"?
Elven Gear has belt, but not as protruding as Rohan gear, for example. Many trousers or leggings waistline are hidden by chest piece, which in turn has a belt.
In the LIDB I find 97 "trousers" 17 "pants" and 814 "leggings". Most with images, but also many reused designs for different levels.

I mean no visible belt at all. The shirt/waistcoat chest item I want to use (“Lavanham”, a light piece of blue gear from Isengard) is one that doesn’t cover any of the leggings/trousers/pants at all, and it has its own belt as part of the item. Therefore if the trousers have a belt visible, it looks like the character is wearing two belts.

When You've earned enough of those You can go to the NPC Quartermaster (Featured Challenge Rewards Vendor) and barter for special cosmetic skins as well as 115 gear. Also a rideable/mount "Elk Of Felegoth's Night" and some pets.

Are they actually thus labeled in the box? Hoom, the devs don't know their own content... That is not a shield of the Wold, the green helm symbol is Norcrofts. And the red wheat symbol is Sutcrofts, so that's obviously no shield of Norcrofts. The Aria of Valar era when everyone skips Rohan to know the difference.

Shabby leggins has a rope instead of belt, but I guess you're looking for something without any waist support. It dyes very black though, and soaks up any dye color well.
What's the belted waistcoat you have in mind? Perhaps it has a matching leg piece meant to go together.

You are right, but the Norcrofts span over Ethengells, Faldham and Cliving. All except Cliving have their own symbol in addition to the Norcrofts one, which is also the Cliving Banner. Ethengells has a Statue from Argonath and Faldham has a Caparison. Cliving has the Helm we see on the shield.
Frankly considering Hytbold is so close to Faldham I find it odd it's part of Sutcrofts, but that's another story, same for Eaworth wchich is in the Entwash Vale with Thornhope... both could arguably be part of Norcrofts.

Not sure, as that image I just found by searching and added it so You guys could see the shields. I used the box I bartered for so I can't see what each shield skin is accually labeled as in-game.
