Help with Skirmish

So I'm in Moria trying to finish v2, b5, Drums in the deep. I talk to Brogur and he says, "blahblahblah we'll stand against the Orcs" There is the following text in red...

"This quest involves a Skirmish that can be completed at Solo, Small Fellowship, or Fellowship group sizes by using the Skirmish Join Panel. This Skirmish has a minimum level of 55."

... so when I'm ready for the skirmish I click on Brogur and it seems like the skirmish should be starting but Brogur, myself, and a few NPCs keep standing around shuffling in the dirt. Nobody comes. So I think maybe I'm supposed to start a Skirmish myself. I open up the instance panel and can't even find "Skirmish: Battle of the Deep Way"

I'm level 58, so I should be high enough. I have completed "Defense of the Prancing Pony" and have the Warrior assistant. I can't even launch a size 1 encounter as every one I click on has the size of either 6 or 12 greyed out and unchangeable. So right now because of the options on my instance finder, I can't even find the encounter to launch nor participate in any size 1 encounter.

What am I missing?

You are correct, in that you need to start it from the Instance Panel. Perhaps you have not yet completed your skirmish training? You have to do a couple of really short skirms in Bree. Try talking to the skirt captain in the Twenty-First Hall. Otherwise, you can easily search for skirmishes by collapsing all the categories. (Double-minus sign button?) Good luck, I just ran these on an alt; had some fun.

Ahhh ok thats probably it as I just did the first prancing pony one I believe. Looks like a have some backtracking to do.

Yes, there are two skirmishes there, iirc.
