Personally, I'm more in favour of a barter system. Instead of having BB reward a random teal or gold item, have it reward a teal or gold barter token (you will always get the teal token when your points cash out, while the RNG is still used to reward the gold token).
Then, once you have your token, visit the rep/barter vendor and select the actual item you want, rather then always getting another of the one you have. If you want, you can also require some other currency, like marks/meds/seals (just not the silly high seals needed at the moment, given seals an only be earned from raids and skirm raids have a 1 week CD still) for say the set bonus versions or you need the teal version and a gold token to barter for the gold set version.
THIS is the solution.
PLEASE have BBs reward you with tokens which you can then barter for whichever pieces you want, in addition to marks/meds/seals. I'm sick of getting the same old loot over and over and never getting that last one I actually need because the RNG doesn't feel like it. It simply kills any sense of joy you may get from running content.
At the very least have some kind of deed attached to it to ensure you don't keep getting the same pieces. I love what you've done with BBs but this one nagging issue has me fed up with the whole system.
