I'd rather blast everything with AE. Now I am at cap so is it useful at lower levels when you don't have legacies and trait points?

cf stream advice to Cordovan.

Mostly it isn't worth worry about unless you are in a longer fights. In these cases, you will want to make sure to have 3 points in the Improved Coda of Fury trait (red line). This gives you a chance to reset all of your cries and calls skills on use.

With my rotation, I usually get through all of my AoE skills, and a 2nd Call to Fate and Piercing Cry, along with 2 uses of Major Ballad, before all of my Cry and Call skills are on CD. At this point I use the Coda (hopefully proc'ing emboldened finish damage buff and the reset). If I get a reset on all of my Cry and Call skills, I follow with Cry of Chorus, and then repeat my standard rotation. If I don't get a reset, I will alternate between Major ballad and hopefully Piercing Cry (if you have Sharing a Story traited, ballads can reset Piercing Cry) or Perfect ballad (again looking for the reset on Piercing cry) until I have 3 ballads up. I will then use Coda Of Fury again, followed by Cry of Chorus, because at this point, even if they don't get a reset, my cry and call skills should be off cool down.

On the landscape, however, this is almost never necessary. Mobs die quickly, and you are usually out of combat before you get to the point where you need a reset. With most group content, minis tend to go blue or yellow. Still, you can do very decent DPS with a red-line mini in these situations, and while contributing to corruption removal and interrupts using piercing cry.
