The main folder is the game folder where you found the backup folder. Just copy the launcher up one level. (Copy, not drag and drop.)

I am glad this worked for you, it did not work for my us. Nothing in this thread so far has worked. Thank you for offering assistance everyone, much appreciated. Launcher still fails to patch, no playing the game until this is fixed.

I had a problem with a game update in late Jan this year. The download kept getting stuck in a loop downloading a file, detected an error with the file, then downloaded the same file again, over and over and over. I put in a ticket to SSG about it but after a week of back and forth with SSG support with no improvement I tried something another player mentioned in the LOTRO tech support forum.
Change your DNS settings. Primary DNS to 1.1.1.1 and Secondary DNS to 1.0.0.1
Since I don't know exactly what your computer is (Win, Mac, Linux and if it's Win, which version), you'll have to look up how to change your DNS settings yourself.
By default, your computer should be set to use the DNS settings provided by whichever ISP you use. The DNS settings I have mentioned are provided by an internet company called Cloudflare and are PUBLICLY USEABLE (Cloudflare is a legit and trusted internet service company. Many web sites use Cloudflare services to prevent DDoS attacks on their sites, as one example).
For my problem, I changed the DNS settings in the network settings on my PC from "obtain DNS settings automatically" to "use this DNS server address" and put the server addresses (1.1.1.1 and 1.0.0.1) into the relevant boxes in my PC's network settings, then I rebooted my PC and was able to download the update successfully. Once I was able to login to LOTRO, access my characters and run game content, I changed my DNS settings on my PC back to "obtain DNS settings automatically". Everything has been fine since then.
Other internet tasks (email, web, etc) were NOT affected while my DNS settings were changed.
I am not 100% certain this change will fix your problem, but it doesn't take long to try, is easily changed back and does not put your PC at risk.
Another issue found today. In Protecting Avarbarg open instance, many (and I mean a lot) of the doorways and corridors are blocked off by walls. We can run through them, which is fine for me because I know my way around the instance with my eyes shut, but for people new to this instance, they are going to have a really hard time of knowing where to go, which direction to follow or which walls they can run through and which are real walls.
Kizdul-Kalah instance is ok.
Protecting Sathur-Munzu is also ok.
I would raise a bug report, but I've raised a couple over the last few days and not even getting replies, so I'm guessing the bug report list is getting hard to handle. I know Cord is viewing this thread, so adding this in here.
Travel from Carrock is blocked at least until we finished the quest line where Fameldir resides. I didn't check afterwards. Wasn't there a quest line before that required the eagles? => Check for interactions.
Not sure I've seen anyone mention this anywhere, so maybe it's intentional and I've missed something, but my Burglar's self-heals (Bob and Weave, Relish Battle) seem to now be pitifully low--healing for about 30 initially and per tick at level 62.
Another minor one: the name of some of the new crafting recipes is not correct in the crafting menu e.g. for metalsmith, “elite helm of the rising moon” is listed twice, but one is in fact the “Wilderland” helm recipe.
Not just those two, but general dps was nerfed by 20-30% with the loss of massive crit mag. Restoring an additional 11-14% base damage would fix this for the most part. Currently we are just barely ahead of RKs and Hunters in the dps role, considering we can’t tank there is little use for wardens atm.
Lore-master pet: The Bear, a random thunking sound, similar to a failed action thunk, with a downward pointing Arrow over the bear's head. Occurs anywhere and at random, no other pets seem to be effected.
Lore-master mini-map: Now showing ore and wood nodes in the Floodfells, other zones working as normal. In Floodfells no Scholar nodes are showing in the mini-map. Are there Scholar nodes in the Floodfells?
It would more of a surprise if it was named correctly. The Jeweller gets the love this time, they have their new recipe under the correct heading, not the metalsmith and tailor. We can't be sure there weren't supposed to be corresponding weapon upgrades also. Maybe in a couple of weeks... who can tell? SSG seem unable to address this long standing issue in this copy paste and less than thorough edit process. CM has avoided all crafting on stream so won't have to "get" it. At least the TBDs we see in betas can be searched for and addresses, keeping old names in the copy won't be caught in this process. But ignoring the wants of crafters and instead coming up with their own bizarre craft development ideas, as reflected in the last expansion, is a sign they don't really care. The woodworkers briefly having to use a forge and the bowcrossbowbow debacle just a reflection of their attitude to crafting. The "Team" seem not to want to acknowledge issues out of their remit even if it's letting the team down.

I've had many as well, was unable to update or install LotRO for a very long time because of it.
Right now launcher has been trying to download 7990 files for the last 45 minutes. Is it happening again?
I don't know, but I really sort of want to kill the launcher right now and forget about it.

Yes, really. However you'll have to take it up with The Professor himself. Because, you see, Frumgar and Marhwine are actual names of Lords of the Eotheod. While they existed centuries before The Mark I do not think their names would be too rustic for the late 3rd Age Eorlingas. Didn't you mention in a later post that you are a sometime contributor to the Tolkien Society? Those names sound Old English which was Tolkien's basis for the Rohirric names/place names. Didn't you say you studied and taught this stuff?
