No. In fact, the higher the dot is on the tank, the LESS damage Morgaraf takes from the tank itself. The debuff does a few different things - a couple of which are increased ranged and tactical damage. It also increases power costs, however, which is why tanks burn through power so quickly.

If I had a pic of the debuff, I'd post it - I just looked, and I don't think I have one, though it might be hidden in my mountain of screenshots. I'll update if I can find it, unless anyone else happens to have a screenie (I'm pretty sure one of the PM guys has one hidden somewhere. They're almost as OCD about those things as I am ).

Check it out the next time you're in there - hover your mouse over the debuff and hit your "H" key to pop open a new tool-tip. See if there's a way you can incorporate it in to your rotations for your ranged classes. Just move a ranged/tactical class in to range of Morgaraf, let the debuff tier up a bit, and let them blast away.

    EDIT:

I couldn't find a screenie of the debuff, but here's a descriptions of the two debuffs in the Twins fight:

The "Heat" debuff: Gives raid member +50% tactical dmg, +50% ranged dmg, -50% melee dmg, +50% power costs for 30 secs. Additionally, Cargaraf has a similar buff/debuff called something like "Shadow Power". It's even MORE powerful than the Heat buff/debuff, but also has it's drawbacks: "Shadow" gives a raid member +100% tactical dmg, +100% ranged dmg, +100% melee dmg, -60% power costs and -100% incoming healing for 20 secs - though, it's far harder to maintain this buff/debuff, because it requires you to let the fear from Cargaraf go off on the group.

    Use them as you will.

isnt there a nice buff if you let the fear eye go off... cant remember details.

this shows some welcome creativity from devs just wish it was more intuitive... like for example it would be nice if death of someone in the raid had benefit as well as penalty... not that we would intentionally sacrifice people but would spice things up.

Yes. If you don't pot the fear it gives you a massive offensive-based buff. There is a negative to it tho...

    Shadow Power.

    -60% power cost
    +100% ranged damage
    +100% tactical damage
    +100% melee damage
    -100% incoming healing

    Duration: 20 seconds

The only problem with benefit if someone dies is the balance thing. If it's worthwhile, you may see someone intentionally sacrificing people for it.

Ahh, that's what it was. I couldn't remember if it was a melee in range of Cargaraf thing or not - I updated my original post with the info.
