Sort of related to Lua Scripting, but does anyone know of a freeware program that will let you view TGAs as thumbnails in Windows 7?

While it's a bit large to install for this specific benefit, if you install the latest DirectX SDK from Microsoft, it installs a codec that enables thumbnails for TGA files (and a few other common formats) in Explorer views. (At least it did for me. Your mileage may vary.)
If you'd rather pay money, but get something more specific, you could buy the codec pack from FastPictureViewer for $9.99.

It doesn't enable any kind of preview that I know of, but Paint.NET is a small but fast editor that can edit them and save them back out properly.
