MrJackDaw is the author. He had put it on the backburner during Beta.
He has a European account so doesn't post here, however he is on the lotrointerface forums. I would try posting there. If BuffWatch the same thing as BuffBars? The latter I know is available on LOTRO Interface.

No. Buffwatch keeps track of buffs you have on. You can configure it to look for specific buff and warn you if you don't have them running.
