I have been level 60 for about a week, and I have completed the epic quest 2.7.4, which is what you have to complete to get the skirmish, but I didn't get it. Have the requirements changed? Please help!

It is part of the Mirkwood Epic Story - 2.9.4. While you are doing the epic storyline you will be instructed to complete the skirmish and you will be unable to finish 2.9.4 until then. You do not need to finish 2.8 in order to start 2.9 in Lothlorien.
