Is the riding skill only by TB points only or can I still quest it?

If you are VIP you can still quest it at lvl 20.

As premium or f2p, you have to buy it with TP, no other way. (but it is so cheap, you can easily earn the TP for it in either of the starting zones after the intro.)

Then you have to buy it. If you have several alts that need it, wait until all are over 20, sub for a month and do the quest. That will also unlock all inventory bags and swift rides, good for when you go back down to Premium again.

Note that if you buy, you can do it before lvl 20.

At 95ish TP, you'll not notice it too much because the speed of travel will make your TP earning that much faster.

(I hope you're not earning TB, that wouldn't be good)

No.

If you get the quest and finish it while VIP you'll retain your riding skill when you downgrade, but nothing has changed as relates to this quest since F2P launch.
