Turbine is apparently using a process similar to one that is used where I work. Instead of having a fixed date, there is a meeting periodically by the decision makers. At each meeting the current statistics are presented. The decision makers decide whether to issue the GO command. The meetings are under a Non Disclosure Agreement. Nobody outside of the circle of "Need to Know" would have understanding as to how close the decision makers are to issuing the GO command.
This method is typically used when you are dealing with a time critical issue. Something that needs to be done as quickly as possible. You do not want to set fixed dates because you are launching as soon as ready regardless of the date. You do not want to give the worker bees extra time by setting a date. Dates tend to be meaningless:
1) They are set too far out. You do not get enough pushing the ball the worker bees. The worker bees know that got until the end date to finish.
2) The date is not doable. You get a lot of fussing from the worker bees when they could have been working. Each time they miss a date, morale drops. Productivity drops. It becomes more difficult to complete the task.
