Beorning issues with Captain summons

Hi all,

Tried to get a friendly Cappy to summon me into Caras Galadhon and he said it wouldn't let him cause the system notification said I "lack the ability". We knew it couldn't be the rep, cause I was eligible. Okay, so to test it further he tried summoning my bear in a different region, with the same result.

Anyone else encountering this issue?

Was summoned yesterday without any issues, not sure, try again today and if it still is happening submit a bug report.
