Both other -Power Cost Legacy´s give some second stat at a certain tier.
The red champ is relativ weak atm. a second stat on this legacy maby help him a bit.

Indeed, with enemy stat inflation in Mordor there are certainly things that need to be tweaked on the champ. *looks at rend*

Yep, this is missing, making the additional tiers on that legacy worthless. Strike Skill Damage legacy as a secondary seems to be the right way to fix this.

Now they scales the -power cost up to 29% but sadly still no second stats.
And the swift srike dmg only works to swift strike, if you are in yellow and its becomes swift blade no damage is added.If you want to contact me, pls don't write me a Private Message on the Forum.
