    Windows 10 New Install, Client Won't Launch

    I'm sharing this here since I ran into this issue and discovered the solution.

    I recently performed a new install of Windows 10 Pro 64-bit 1909 (since support for Windows 7 is ending on January 14th, 2020). Nice clean install, not an upgrade, with all current drivers and Windows updates installed. Even some telemetry and bloatware removed too.

    I then did a fresh install of LOTRO from a new download of the live installer, with the launcher downloading an entirely new client. To my surprise LOTRO launcher works, and I could set the game to use the 64-bit client, but the client itself never launches.

    After some research online I discovered one solution that resolved this: installing the SDK for DX9 from June 2010: https://www.microsoft.com/en-us/down...n.aspx?id=8109

    Hopefully that will help someone else going to Windows 10 before the Windows 7 EOL.

    PS: SSG, did you know your game doesn't work on a new Windows 10 install for new users without this SDK (or a portion of it)? Why not bundle the Microsoft installers for the DX9 you need for Windows 10 users?

    When I ran into this, and I think the team is aware of it, a running dxwebsetup fixed it. I want to say they include that in the download now. That SDK contains the missing dynamically loaded libraries that the current Windows 10 does not install, just as the dxwebsetup.exe does.

    I have the same issue where the launcher wont launch the game after selecting server. Where do i extract the SDK files to?

    Steam launcher will come up but nothing happens after I click play

    I am having a similar issue on my end but with the Steam version. I saw another thread that is closed as "resolved" but it looks as though it wasn't really resolved. No matter if I switch to 64bit from 32bit, repair the installation, delete game and reinstall, ensure dx is up to date, etc the game won't launch. Much more of this and I'll have to completely stop trying to play which is a shame if that happens. I wanted to finally try this game out for real and it seems to be fighting against me.

    The steam support side seems nonexistent but I deleted/uninstalled everything and tried it through the standalone launcher from the website directly...and it does the same thing.

    I'm having this issue all over again on my wife's brand new laptop.

    I've tried all the manual DX and C++ installs. I've tried the UserPrefs trick. I've tried 32 and 64-bit options. But no matter what I do, the client never opens after I select a server.

    One thing I've noticed is that the DirectX button isn't shown on the Repair tab under the launcher options like it's supposed to. But I did use the DirectX file that comes in the game folder, which I assume does the same thing.

    Any other ideas? I'd rather not have to repair/reinstall the whole thing.

    Not sure if you've tried this, but would recommend just giving the following tool a quick try. It'll automatically download and install all missing directX files, maybe some are still missing that are not included with the game. I know that this does not specifically say to be compatible with win10 but it still fixed the problem for most players I recommended this to.I know that this does not specifically say to be compatible with win10 but it still fixed the problem for most players I recommended this to.

    If this does not help, I'd recommend to try and launch "lotroclient.exe" directly instead of starting up the launcher to get shown an error message to help track down the problem. You can find lotroclient.exe (normal install, not steam version) by rightclicking your game shortcut, then selecting “Open Containing Folder” until you end up in a folder with lots of .dat files, look for lotroclient.exe there (use search if you don't see it), just execute it and report any error message given to you afterwards here. Best case, it'll tell us what .dll file is keeping the game from starting for you, worst case, it'll tell you that it can't start without account credentials and close itself again.

    For me I was getting no DLL errors until I tried booting the client up. The missing dlls I replaced and then I started getting the "0xc00007b" error. I have tried everything including getting the game directly from the website and I get the same errors over and over.

    I did that too but when I replaced the missing file it told me I was missing a different one. Replacing that one then I get a general error...

    I got that error, downloaded it, copied it to the LotRO folder, then got a chrome_elf.dll error. This seems like more than just one file missing. I guess I'll try a clean install...again.

    That file, for me, can be found directly inside lotro's folder. Twice actually, once for the x86 client and once for the x64 client. Sounds like something with the game installation went wrong for you, as this .dll belongs to a tool that offers browser functionality to other programs, meaning the .dll is most likely responsible for lotro's ingame store and support functionalities.

    I've uploaded both the x86 and the x64 version of the .dll included in my game's installation for you to try if it helps. Put the x86 version into "C:\Program Files\Lord of the Rings Online" (or whatever else your installation folder is, you're looking for the folder containing the lotroclient.exe as well) and the x64 version into "C:\Program Files\Lord of the Rings Online\x64" (the folder with the lotroclient64.exe).

    I downloaded a libcef.dll file from a website and put it in my lotro folder. i was unaware i had to get two different types and put them in two different locations. i deleted the one i downloaded and used yours from the google doc and put them in the right places. then i got the chrome_elf.dll error. i download those files and put them in their locations but was wondering if maybe the ones in your game folders are different to what i downloaded because now the game will actually launch and get to a black screen but it will now give me error 205 and close before reaching log in screen

    I've now put all the missing DLLs in their rightful places, reinstalled and patched every DirectX, .NET, and C++ library that I can find, and now get an error 0xc000007b when I load the client EXE directly. No error when using the launcher; just a closed launcher and no client.

    I am having this same issue. I've done everything on this page and nothing works. Placed the .dll's and it came up with a different error (that I don't remember but will probably duplicate shortly). I'm trying my 3rd fresh install of the night right now. I'm about ready to give up.

    NOTHING WORKS!!!!

    I can run the game in legacy mode but not in 32 or 64 bit mode.... wth?

    Other games run fine so it is not a DX issue.

    Lotro on Win 10 Pro not working

    I've read thru the thread and tried most everything, short of re-install lotro. I did re-install the 2.2-2.6gb of HD files for the detailed scenery ingame.

    I did find this in the LotroLauncher.log / "Request fatally failed, reason [Error downloading http://installer.lotro.com/lotro//25...ales/en-US.pak - server replied: Not Found][203] (try:0) [File:en-US.pak.part000001]!"

    Please patch / fix game download with files needed to run on Win 10 Pro.

    Did a few reinstalls of lotro, first through steam, then with the standalone installer. Ran dx webupdate. Still not working.
    So, i had a look at the log files that the launcher/installer creates. These files can be found when clicking on the small arrow down button in the launcher and selecting Explore Log Folder.

    The above got me thinking about a way to get the missing files from elsewhere and that is: Dungeons and Dragons Online. It uses the same folder structure as lotro and the file naming is almost the same.

    So, I installed DDO, compared the files in the DDO folder with the files in the lotro folder and made a note which files were missing in the lotro folder that are also mentioned in the above log file.

    The missing files were these:

    1. cef.pak
    2. cef_100_percent.pak
    3. cef_200_percent.pak
    4. chrome_elf.dll
    5. d3dcompiler_54.dll
    6. d3dcompiler_47.dll
    7. icudtl.dat
    8. libcef.dll
    9. libEGL.dll
    10. libGLESv2.dll
    11. natives_blob.bin
    12. snapshot_blob.bin
    13. widevinecdmadapter.dll


    I copied the above files from the DDO install folder (default i think is: C:\Program Files (x86)\Standing Stone Games\Dungeons and Dragons Online) to the lotro install folder and launched the game without any problems or errors. I played for about an hour without any issues.

    Note that with the above solution only the 32-bit client works, the 64-bit client still doesn't work. I assume this has to do with the 64-bit versions of the above dll files that are still missing in the lotro x64 folder. Since DDO doesn't have an x64 folder, I have no idea where to get these files, so for now it's 32-bit only.

    Just a thought, err question, I have my install of Lotro on a separate drive in my pc, Drive E: This shouldn't effect anything should it?

    This should not be a problem as long as lotro has access to that folder (start as admin if in doubt). I've run lotro from D:\ instead of C:\ for a long time as well, never had a problem with it.

    Thanks Silverrider for uploading the files. I downloaded them and placed them in the appropriate locations, overwriting my own files from DDO.

    Both the 32-bit and 64-bit client now work.

    Thank you very much for providing these, but they are not working for me

    I am on a brand new Win 10 laptop, with DX12. I have tried repeatedly to download DX9 or DX11 using links from the LOTRO forum, but every time I am told I have a newer or equivalent version and can't install the old version. Not sure if that's the real issue, though, as when I try to launch the client, it still tells me the libcef.dll is missing. But I just added your files to my system! I put the x64 files in both the root LOTRO folder and the x64 folder, then the x86 files in the x86 folder.

    Please, if anyone could help, I'd really appreciate it. I've re-installed LOTRO using the repair option, and no dice. I can choose a server, and then nothing. Tried 32bit version, and still no luck.
