OK, another hint:

But only Burglars use them in this peculiar Burglar way.

Ok, I have 2 answers and i'ts not cheating because the first guess is more of a joke than a guess.

1. Everyone. Bait has been removed from the game so who doesn't sell bait? Everyone doesn't sell bait because it doesn't exist as a commodity for sale.

2. Torchuil. In the quest "Baiting The Hook" Torchuil sends you off to Calembel to fish for and catch Calembel Carp. He recommends a specific bait but he doesn't sell it. You have to go find it on your own. Worms.
