Two months back, I asked Sev on a twitch Q and A about why on Anor we have Woe and Agoroth with t1 but no t2-5. He said this was an oversight and he would look into it. Its been 2 months now and nothing about it has been posted or dealt with. Can this please be hot patched in so we on a premium server can experience the higher tiers on this content?

I followed up on this today and we don't have the tech in place to dynamically adjust the level of these instances for Tiers 2 through 5 based on the current level cap on Anor. So, either this will not be available for a while until the level cap reaches 130 or we'll have the tech work done, but it isn't currently on the schedule of work to be done.
