The announcement said quest packs are 20% off this week and usually the latest quest pack is excluded (Azanulbizar) but the Wildwood is not on sale either? Has the Wildwood been forgotten to be added to the sale or is this intended?

It's probably not "the latest is excluded" but "anything recently released of excluded. Wildwood is barely a quarter of a year old.
