Lotro client is stuck in Installing Pre-Reqs:

I could login and play several hours ago.

Is this because the server is getting overwhelmed at the moment?

Restarting the PC seems to solve the problem. I can now enter the game.

Note: has to be full restart. Signing out and signing in doesn't help.

Once you successfully enters the game, and then turn off the PC, the next time you turn on the PC the client won't start. Restart the PC and the client will work again.
