I have finished the tomb of elendil quest in Evendim. Is it possible to fight Nornagol (the giant turtle) again?

Yes, you can redo the Instance using the Reflecting pool in Tinnudir. https://lotro-wiki.com/index.php/Cat...Pool_Instances
