T13/T14 traceries?

Is the following correct:
With the exception of heraldric traceries. All other T13 traceries in a maxed 470 slot have the same value as a T14 tracery until the character level is increased (in the future) above lvl 140?
Can someone correct me if this is wrong. Thanks

Tier of Tracery >>> max char level for usage
Quality of Tracery >>> first/second stats (e. g. +Vitality or -% Induction Time)
Advancement Level >>> last row of stats (e. g. Physical Mastery or Tactical Mitigation)

I hope I summarized this correctly now being not exactly at the top of my thinking at the moment lol.
