Was there a scrapped plan to have Monster Play in Angmar, Forochel, and Eregion?

While browsing https://lotrobuild.com/titles, which (I believe) uses datamined data from the game client, I stumbled upon a strange type of Deed. Basically for all of the classic classes, plus Warden and Rune-keeper, there are these various deeds fo the form "<Class> Killer / Butcher / Slayer / Murderer / Executioner of <Region>" for Forochel, Angmar, and Eregion. Just do a search for <class> and you'll see them.

I cannot think of what these are possibly for except Monster Play Deeds, rewarded for killing numbers of certain classes in certain regions.

But Monster Play has never been allowed outside of the Ettenmoors and Osgiliath.

The fact that it's the classic classes, plus Warden and Runekeeper, but not Beorning or Brawler, suggests to me that this system was something being considered in advance of Moria coming out. Especially given that at the time, Angmar, Forochel, and Eregion were the highest level zones.

Obviously this notion was abandoned before Beorning and Brawler came out. Does anyone know if Turbine ever said anything about this? Is this old news?

Early plans was to allow monster players enter group content area in some locations, so freeps can encounter them as signature mobs, and creeps can't leave that places because of invisible walls. But many players was against that idea and that plans was quickly canceled. Orion talking about that in one of streams.

There's actually an old thread about this. Some fun titles that never were.

These titles where available on the Russian servers where MP rules had been relaxed. Mail.ru closed the Russian service on June 1st 2015 following the end of their contract. There are still a few videos up of Russian players attacking Forochel.
