Question to new LI-System with Level 130 Characters

I had quite some pause now to the game, and nearly all of my characters are level 130.

Now seems that i want to play it again a bit, and i'm confused a bit about the new LI System.

Question is:

At which time i should build a new LI Weapon ? Right now from level 130 or earliest when i'm 140 ?

I guess a i have a lot of resources to build new weapons, but i'm not sure when is a good time to build a new one.

I'm playing my hunter right now which is 133 still with the old LI.

My opinion is Level 131. This way many Tracery boxes that you open will give Traceries that are good up to level 150 if opened at Level 131+, vs ones opened at 130 which are good to Level 140. Level 131 is also a Reforge point (next is level 136) There is a significant DPS Boost with the new LIs as well. I do suggest reading a guide to learn the ins and outs of the new LIs.
