I like the idea of adding other rewards as well. I would even go one step further and give VIP's additional rewards every tenth or twentieth reward track level.
I have to agree with the sentiment that pets and/or steeds really should be Server-Wide if they were going to be provided via a one per server reward track.

I talked about this when the Reward Track was in development, will reiterate:
It was always intended for non-LI specific rewards to be adding to the LI Reward Track. But the LI Reward Track will still be overwhelmingly focused on LIs.
No reward on the LI Reward Track will appear only in one season, but there will probably be long breaks before they reappear, particularly more unique rewards, such as cosmetics. Rarely, if ever, will these sorts of rewards be available in back-to-back seasons.
