    Sheesh... Im having a really hard time with this one.

    I only have one rather shaky answer at this point, but for the lack of something else, how about the two halves of Boromir's Horn?

    Its water born in that in came down the river with Boromir's body in the boat..
    Its a foam rider because it went over the falls with Boromir
    Its a regretful twin because it unfortunately became identical halves of what was once a whole,
    Its a silent herald in that it's mighty sound once heralded great things, but now, in peices, it lies silent.
    Was obviously very close to the fellowship, being carried by one of its members

    so thats what I got right now hehe

    (you know, as I write this out I become more and more confident in my answer hehe)

    (edit: yeah Im pretty sure now. If im right, kudos to you, very clever riddle!)

    Some americans use the borne spelling..all brits do, but can also be spelled without the e.
    My reference from dictionary.com:

    After more thinking, im feeling a little more confident of my above guess.
    noon or midday.

    Standing tall could be a reference maybe to "high" noon?
    No shadows cast refers to objects appearing to not cast shadows due to the sun being directly overhead.
    Lunch/Repast for laborers is noon; and lunch hour is always over too soon hehe
    When noon is over shadows return, as the sun is now at an angle to all objects again.
