I thought I had read somewhere that if you create a new char while premium, even if your current chars have the grandfathered 5 bags from previous VIP status, that the new chars would only get 3 bags, unless you went VIP again. It should be interesting to see how this works in practice.
Also be interesting to see what happens if you have some chars with three bags and some with 5 bags, and buy the legendary pack, or bag 6 for TP. Would you have to buy 4 & 5, even if all your current chars have 4 & 5, just because you "could" create a char that doesn't have 4 & 5? That would suck.
In practice, if you've "enabled" bags 4 & 5 for a character due to being VIP, they stay enabled. If you create a new character after the VIP period expires, that character will not have access to bags 4 & 5. If you purchase bag 4 and/or 5 from the Store, they will be permanently enabled for all characters that you create, even those going forward. So yah, what happens with the 6th bag in different scenarios is important. Celestrata confirmed how it works from the Store (thanks C!) but not from the Legendary pack.
