Access is controlled by a cookie. You need to login to the forums...
Click "Log in" in the upper right corner -- You login using your same in-game userid and password.
When you are successfully logged in, the background is Rohirrim greens and browns... when not logged in, it is blue.

This is an error that doesn't actually mean what it says. Any player, free, premium, or VIP has a 'subscription' to the forums. However if a post is moved to a private area (employee only) or removed by a moderator or member of the Community Team, the forums will throw that error.
It has nothing to do with your actual subscription.

I am currently logged in. You can clearly see it by the fact that in the message it said my account name KratosX.
And Sapience I don't really understand if you answered my question or not... Okay all players have a 'subscription' but howcome I still can't access that specific forum??

Many of the links on the forums are dead. Riders of Rohan, global service etc were de-activated when the forums pertaining to them were no longer required. There are many, many posts on these forums about the lack of support given to the forums and the problems of being logged out constantly, slow loading, I could go on.
What you see is the same as everyone else, the only forum you will ever be excluded from is the Bullroarer test server where all the beta's take place unless you are actually in a closed beta.
We have been promised new forum software later this year, the outcome of which may be interesting.

But it seems that The_Bruce answered the question as he says some of the forums have been de-activated...
Although I entered the Bullroarer forum with no problem and have never been in closed beta...

There is no beta ongoing at the moment but the forum will get taken down eventually.

OK now it makes sense. As I mentioned above you will see this error if you try to open a deleted thread or a thread that was posted in a now closed or deleted forum.
The discussion of the Global service was removed over a year ago (when the Migration period ended), thus it is unavailable. That's why you see the error. Even I see it.
A correct error would be something more like, "The thread you are trying to view has been removed."

As Sapience said, this is a general error that doesn't mean what it should mean. I have seen this often when clicking on a link to a post that has been deleted.
As for the BullRoarer forums, when their is a closed beta going on, you won't be able to see them unless you are in the closed beta. Most closed betas turn into open beta about 2-3 weeks before the update goes live. At this time the BullRoarer forums are opened to everyone. After the update goes live, the BullRoarer forums are still availble for a little while. Eventually they will be wiped before the next beta text hits the server.
As update 10 just went out, you are seeing what is availble from the open beta phase.
