I think the simple answer is that with rating you can more easily introduce diminishing returns as you get close to cap. With straight percentages you have a linear path from 0% block to whatever the cap is. I just wish you didn't have to hover over values to see what the percentage is. I always hate trying to buff up and then go to character panel and hover over block/parry/evade to see what the values are. There's a lua idea, stat tracker that shows your stats on panel on the screen.
