Yes but you can only adjust the dps output by adding star lits for another 5 levels.
The legacies are why I max my weapons out, not the raw dps.

Legacies are far more important in that aspect.
33 ranks are already higher than the 9 ranks on live (which is what they will be when imbued). You act as if you're getting nerfed when you're getting buffed. If they make a skill that does 100 damage on live, then buff it to 200 damage on BR, but then scale it back to 150 damage, it's still a buff.
